UNDERSTAND THE EVIDENCE

Middle Bank, in brief.

Middle Bank (Tebing Tengah) is a shallow coastal bank in the Penang Strait whose seagrass and connected habitats support marine life and local fishing livelihoods.

Web briefing prepared 24 October 2026. The sources describe different dates and places; this is not a live project-status update.

01

A connected coastal place

The bank lies off Jelutong and Gelugor, north of the first Penang Bridge. Its tidal flats, seagrass and nearby habitats connect the city’s shoreline with life in the strait.

Read the report’s mapped study area as a historical research boundary, not proof of a legally gazetted sanctuary.

02

A rich historical inventory

The 2023 Penang Institute / CEMACS report compiles 429 entries across eleven groups, including 7 seagrass species, 139 commercial-fish records and 102 bird records.

This is not a current, deduplicated species census. Surveys took place in October 2021–March 2022 alongside longer-term records. Bird coverage includes the surrounding coast; mammals and turtles include wider Penang waters, and two fish rows repeat.

04

Coastal resilience needs local measurements

Seagrass can change water movement and sediment conditions. Research in Virginia helps explain wave processes; the ECU / MareCet report examines seagrass carbon storage and accumulation in Penang and Johor.

These sources do not justify a fixed protection percentage for Penang’s coast. Stored carbon is not the same as an annual removal rate or a verified carbon credit.

05

Compare the right documents

A habitat baseline and a developer-commissioned impact assessment answer different questions. The EIA discussed on this website is the version made publicly available on 12 February 2025 during public feedback.

Its public mirror does not establish the latest approved version, current project permission or completed sanctuary gazettement. Check dated decision records separately.

Four useful questions to take forward

  1. Which report version and survey dates support the claim?
  2. Do the mapped project footprint and ecological study area use the same boundary?
  3. What local monitoring would detect changes, and what action would follow?
  4. How are fishing families and other affected residents involved?
