PENANG STRAIT · MALAYSIA

Middle Bank. A living coast.
Part of Penang’s future.

Middle Bank (Tebing Tengah) is a shallow seabed in the Penang Strait, off Jelutong and Gelugor, with tidal flats exposed at low tide. Its seagrass and surrounding habitats provide food and shelter for marine life, beside fishing grounds used by local families.

WHY THIS PLACE MATTERS

Marine life, fishing grounds and a resilient coast.

A healthy habitat is part of daily coastal life. Understand the connections—and the evidence needed to protect them.

01

Food and shelter for marine life

Seagrass, tidal flats and nearby habitats support different parts of the food web. The report records commercial fishes and many animals that live on or within the seabed.

Follow the ecological connections
02

Water, sediment and climate

Seagrass can slow water and help retain sediment; it also stores carbon. The size of these benefits at Middle Bank needs local measurement, not borrowed protection or carbon-credit figures.

Understand benefits and limits
03

A coast people use

The institutional report documents artisanal fishing, shellfish gathering and aquaculture. Habitat protection should consider these uses and the people whose knowledge can inform it.

THE 2023 REPORT · ELEVEN GROUPS OF LIFE

Many forms of life. One connected coast.

The institutional report compiles 429 inventory entries across eleven groups. Explore the records, their ecological roles and their different geographical scopes.

429 is the report’s compiled total, not a current species census. The bird list includes the surrounding coast; mammals and turtles are regional Penang-water records. Some names are identified only to genus, and fish rows 96 and 97 repeat. Counts preserve the source compilation rather than a taxonomically deduplicated list.

PROTECTION & THE DRAFT STRUCTURE PLAN

A sanctuary proposal. A question on the map.

DRAFT PENANG STRUCTURE PLAN 2040 (Review) names the Middle Bank Marine Sanctuary while showing proposed reclamation in the same mapped location. Examine the extract and the community’s concern.

02

The sanctuary appears as High-impact Project 2.

Pink areas with blue diagonal hatching mark proposed reclamation. The Protect Karpal Singh Drive Action Committee argues that placing this designation at Middle Bank conflicts with the sanctuary proposal. That is the committee’s attributed position; the extract alone does not establish illegality.
